Report of the Committee of Members of Parliament on Higher Education (Sapru Committee)

Abstract

At a m eeting of the Inform al Consultative Committee of Members of Parliam ent on Education held on the 6th of M arch, 1963, a resolution was moved by Shri Sidheshwar Prasad recommending th at university education should be made a U nion subject. In the discussion on the resolution, opinions were expressed in favour of the view th at the U nion Governm ent should assume a greater responsibility than it has done hitherto in the field of higher education. Suggestions were m ade th at the country should have a m ore or less uniform pattern of higher education. As the debate had raised some basic issues, Dr. K. L. Shrimali, the then Education M inister, suggested that members should agree to the appointm ent of a small committee from among members of the Consultative Committee to consider the constitutional provisions in all its aspects relating to the coordination and determ ination of standards for institutions for higher education including research, scientific and technical education. The proposal appeared to be acceptable to the M embers o f the Consultative Committee and ultimately it was decided by the Governm ent o f India, in pursuance of the observations made by D r. Shrimali, to appoint a committee
