Abstract: The National Committee on the Development of Backward Areas is required under its terms of reference, among other things, to review the working of “ existing schemes for stimulating industrial development in backward areas such as the schemes for concessional finance, investment subsidy, transport subsidy, sales tax, concessions, etc .” The Committee is also required “ to examine the validity of various concepts of backwardness underlying the definitions in use for present policy purpose and recommend criteria by which backward areas should be identified” and to recommend strategies for effectively tackling the problem of backward areas.
