Abstract: the report has been divided into three sections which lend themselves to segmented discussion. The first section deals with financial relationships, the second with relationships in the realm of planning and development and the third with relationship in fields other than finance and planning. The scheme of the report broadly is that the first chapter in each section scans the total perspective of that section, identifies the problems therein and indicates the broad approaches for coping with them. The subsequent chapters in that section deal in detail with the specific items identified for discussion in the governing chapter. Thus, the first chapter in each section purports to have the breadth of sweep to give the necessary perspective while each chapter following has a detailed discussion of individual items to furnish the necessary depth.
