Abstract: The Review Committee was appointed by the University Grants Commission with a view to undertaking a comprehensive review of the various programmes being implemented by it and the impact that these have made on the fulfilment of the statutory responsibilities of the Commission, namely, determination and maintenance of standards of teaching, examinations and research in universities. The Commission took the view that the review should be in the nature of self-appraisal and introspection and it was, therefore, decided to have on the committee persons with an intimate knowledge and experience of the functioning of the UGC as well as the university system in India during the past three decades or so. It also involved those not belonging to universities, but having a background and knowledge of their functioning.
