This document represents an important stage in the process of reviewing and reshaping the education system to enable it to meet the challenges of the future and also improve its efficiency and quality. The analysis and observations presented In this paper lead to a number of general conclusions. The first and the most important of these is that whatever the organisation, the resources or policy framework, the ultimate determinants for success or failure in education are the commitment of society to It and the sense of purpose and Integrity of the participants In the process of implementation. Given these two Ingredients, people, who are deeply involved with achievement of certain goals, can rise above the limitations of their environment and accomplish their objectives. When there is no sense of dedication, policies, good or bad, become words without meaning.en_US
