dc.description.abstractUniversalisation o f Elementary Education (UEE) has been one o f the goals o f educational development. Provision o f free and compulsory education to all the children until they complete the age o f 14 years is a Directive Principle o f the Constitution. It is a part o f the Minimum Needs Programme as well as the 20- Point Programme 1986. The National Policy on Education, 1986 also gives an unqualified Priority to UEE. It resolves that it shall be ensured that all children who attain the age o f about 11 years by 1990 w ill have had 5 years o f schooling, or its equivalent through the Nor-Formal stream, and, likewise, by 1995 all children will to provided free and compulsory education upto 14 years o f age,en_US
