Abstract: The Approach Paper for the Twelfth Five Year Plan (2012-17) emphasizes the need for achieving faster, sustainable and more inclusive growth. Inclusiveness as a multidimensional concept needs to be translated into employment and livelihood opportunities. The ‘demographic dividend’, which the country presently enjoys, if properly harnessed can add to the growth potential. Accordingly, Labour and Employment sector is likely to play a crucial role in the planning process. The Steering Committee on Labour, Employment & Skill Development for the Twelfth Five Year Plan (2012-17) under the chairpersonship of Dr. Narendra Jadhav, Member, Planning Commission, had set up six Working Groups, one of them being the Working Group on Employment, Planning & Policy. The Working Group further set up two Sub Groups, namely, (i) Sub Group on Employment/Unemployment Projections under chairpersonship of Dr. Arup Mitra, Professor, Institute of Economic Growth and (ii) Sub Group on Creation of Employment Opportunities under chairpersonship of Dr. Santosh Mehrotra, DG, Institute of Applied Manpower Research. Three meetings of the Working Group were held on 3.6.2011, 26.8.2011 and 16.11.2011.
