Abstract: This is the second and final report o f the study team appointed b y the Administrative Reforms Commission to examine the machinery o f the Government o f Ind ia and its procedures o f work. T he draft of the first report, as discussed and approved b y the team , was given to the Chairman, Shri S. G . Barve, who wished to go through it personally and give it finishing touches. H e was in the midst o f this task in M arch 1967 when the tragic event occurred that took him away. We consider it our foremost duty to pay homage to the memory o f a very distinguished gentleman, who guided the work o f this team during the first part o f its labours with great ability and charm. His sudden and unexpected passing away was a personal loss to each one o f those who had the privilege o f working under his leadership in this venture.
