The role of higher, technical and management education in human resource development of the country is well recognized. Though the Indian higher education system is one of the largest in the world, the Gross Enrollment Ratio (GER) is low at about 10%. Although the number of universities has expanded, and many universities continue to maintain high standards of education, it is a matter of serious concern that the expansion in quality has been accompanied by a decline in standards. Modernization of syllabi, examination reforms and issues of governance of universities and colleges, in particular, require urgent attention.en_US
