Abstract: The Committee deliberated on the issue of top-down and bottom-up approaches of data collection but could not arrive at a final recommendation. Limitations of administrative data at sub-district level are major impediments to building up databases through upward aggregation. On the other hand, absence of statistical infrastructure below district level hinders periodic collection of data for various outcome indicators. The Committee considered the introduction of a scheme for generating local level databases which can be a way out.
