Abstract

The recommendations in this Report cover certain general issues, viz. the balance required between controlled public debt on the one hand and enhanced public expenditure for growth and welfare on the other, re-prioritisation of Government expenditure in favour of rural healthcare, nutrition, elementary education, water supply and sanitation, rigorous pre-investment appraisal of high cost projects; and tools and systems for effective legislative and executive control over expenditure.
