Abstract: Since the formation of the new government at the Centre, there has been a considerable focus on the water and sanitation sector, more so in sanitation as can be seen in the NITI Aayog's prioritization of schemes like the Swachh Bharat Mission (SBM). Smooth institutional fund flow processes and budgetary support go a long way in making the right to water supply and sanitation a perceptible reality. The 14th Finance Commission (FC) recommendations give emphasis to water and sewerage. Additionally the Report of the Sub-group on SBM has recommended that the first priority is given to the expenditure on SBM.
