Abstract: Enrolment data, increase in percentage of primary, upper-primary schools and number of teachers; literacy rates and stepped up expenditure on primary education provide supportive evidence that Uttar Pradesh has made significant strides and is on move to providing universal access to education. In 2001, about 238 million children were enrolled in primary and 77 million in upper primary schools, up from 132 million in primary and 44 million in upper primary in 1991, registering an increase of 80,3 percent and 75 percent. Number of schools increased by 55.2 percent and 108.99 percent at primary and upper primary levels whereas increase in teachers' number was observed to be 32.4 percent and 45,3 percent at the two levels during the preceding 10 years - 1991- 2001. An impressive increase in literacy rate by 15.76 percent is observed when 57.36 percent literacy in 2001 is compared with 41.6% in 1991,
