This report is on the basis of the Committee which has tried to discern the effectiveness and limitations of relevant laws, policies, institutions and programmes and has made recommendations for addressing the tribal problem in India. The report has been organized around five critical thematic issues: livelihood and employment, education, health, involuntary displacement and migration, and legal and constitutional matters. Of the five themes, three themes are concerned with issues that have been at the root of the post-colonial State’s development agenda for tribes: livelihood and employment, education and health.en_US
